Japanese Logistics Firm Turns to JPYC Stablecoin | NEMO USDC Prime's 35.93% APY

Good morning.
US regulators blew past the GENIUS Act's one-year deadline without finalizing stablecoin rules, and with no statutory penalty attached, the miss reads less as bureaucratic delay than as regulators buying time to accommodate industry pushback on reserve composition and state oversight before the January 2027 effective date locks in regardless.

HEADLINE
Regulators Miss GENIUS Act Deadline

State of play: US regulators blew past the GENIUS Act's one-year rulemaking deadline without finalizing implementing rules, leaving stablecoin issuers to prepare for a January 2027 effective date around proposals that could still change.
OCC, FDIC, NCUA and Treasury all issued proposals but none finalized rules by the July 18 statutory deadline.
Comments on a joint customer identification rule stay open until Aug. 21, an FDIC AML proposal until Aug. 4.
The law's Jan. 18, 2027 effective date stands regardless, since Congress set no penalty for missing the deadline.
BlackRock pushed OCC to drop a proposed 20% cap on tokenized reserve assets and expand eligible Treasury holdings.
Senators and New York regulators are pressing Treasury to preserve state oversight roles under the "substantially similar" standard.
What’s Next: Comments on the customer ID rule close Aug. 21 and the FDIC's AML proposal Aug. 4, with agencies now racing to finalize rules before the Jan. 18, 2027 effective date locks in regardless.
Why it Matters: Rules finalized after Sept. 20 can't move the effective date forward, leaving issuers to build compliance around proposals that may still change.
Our Take: A deadline with no statutory teeth just confirms regulators are prioritizing industry pushback, especially on reserve asset composition, over hitting an arbitrary date.
